World's Largest LNG Storage Tank Rises to the Top - China National Offshore Oil Yancheng "Green Energy Port" Project

CCTV reporter Zhang Wei: At the construction site of China National Offshore Oil Yancheng "Green Energy Port" in Binhai Port Industrial Park, Yancheng City, Jiangsu Province, the 270,000 cubic metre LNG storage tank is being lifted to the top, covering an area of about one standard football field and weighing nearly 1,200 tonnes. The successful roof lift means that the main structure of the tank is basically complete.
The first phase of the "Green Energy Port" project in Yancheng, China National Offshore Oil Corporation (CNOOC), will see the construction of four 220,000 cubic metre storage tanks and six 270,000 cubic metre storage tanks, with a total capacity of 2.5 million cubic metres. This time, the dome of the storage tank was lifted, which is the most technically difficult and safety-critical construction process in the tank construction process.
Li Deqiang, deputy general director of the Yancheng "Green Energy Port" project, China National Offshore Oil Corporation (CNOOC), said: "Through the four major systems of balance guidance, tank sealing, jacking power and intelligent monitoring, we precisely control the air pressure, rate, offset rate and other parameters during the jacking of the tanks to fully guarantee the safety and stability of the air pressure jacking.
When the Yancheng "Green Energy Port" is fully operational at the end of 2023, the annual LNG processing capacity will reach 6 million tonnes, equivalent to 8.5 billion cubic metres of natural gas in gaseous form, which can supply gas to the people of Jiangsu province for about 28 months.

Gas-lift roof technology: lifting the 1,000-tonne dome to a height of 60 metres
About 100 meters in diameter, weighing nearly 1200 tons of large dome to how to rise to the top of up to 60 meters of storage tanks? Most people's first reaction must be "lifting up", before the small storage tanks usually use the lifting way, but now the dome of large storage tanks often thousands of tons, lifting is too difficult, so the use of more efficient, safe new lifting operation technology - "gas lift roofing".
The "gas lift top" is to use the fan system to lift the LNG storage dome, through the air pressure to slowly lift the top of the tank to a predetermined position, and the top of the tank pressure ring to achieve a fit. At least 500,000 cubic metres of air is required to raise the dome, which is equivalent to filling it with 700 million footballs. In order to "blow" this huge object up to a height of 60 metres, four 110 kW blowers were installed to power the system.
To ensure that the dome did not tilt or topple during the process, a balanced guidance system consisting of 24 sets of wire ropes and pulley sets was distributed evenly along the tank's circumference to ensure that the tank was lifted in accordance with the designed route. At the same time, pressure and displacement detection systems are also installed on the outer tank wall and dome, which are monitored in real time through a digital intelligent monitoring platform to ensure that the dome reaches its design position safely and smoothly.
When the dome was raised to the predetermined position, the construction crew welded it to the top of the tank wall while maintaining the pressure inside the tank, and finally completed the lifting.

On 31 August, the largest domestic LNG unloading arm developed and manufactured independently by China was officially put into use at China National Offshore Oil's Yancheng "Green Energy Port", with the overall performance index reaching the international advanced level, marking another breakthrough in the key technology of LNG equipment.
The unloading arm is an important channel for transporting LNG by connecting the transport vessel to the receiving station pipeline, and is called the "throat" of the receiving station. In operation, the unloading arm must not only withstand the ultra-low temperature of -162°C LNG, automatically adapt to the tidal drop of about 5m and wind load of up to 65m/s, but also have complex functions such as fast docking, emergency disengagement and automatic shutdown, involving mechanical, chemical, electrical automation and other fields, and only a few countries in the world have mastered the key technology of design and manufacturing.
Ltd. and Jiangsu Changlong Petrochemical Equipment Co., Ltd. have successfully developed and manufactured this set of LNG discharge arms with full independent intellectual property rights after nearly ten years of technical research. The arm is the first of its kind in China to have integrated loading and unloading functions, allowing it to receive and unload LNG as well as to back-feed to carriers, making it more flexible.
It also achieves innovative breakthroughs in material selection and structural design. The patented double-layer ring hollow structure of the quick coupling is the first of its kind, ensuring that the boom can work continuously for 30 hours without freezing even in winter, which is a world-leading level. The emergency disengagement device adopts a more reliable mechanical interlocking method, which can be quickly disengaged and self-locked within 5 seconds. The rotary joint adopts a special domestic lip seal with low friction coefficient and high reliability performance, which has passed 400,000 times dynamic performance test in ultra-low temperature environment of -196°C.
According to Xiao Li, the chief designer of Gas & Electric Group's Technology R&D Centre, these three devices are the core components of the discharge arms. In terms of performance indicators, our independently designed and manufactured discharge arms have reached or exceeded the international advanced level in terms of low temperature sealing stability, safe disengagement reliability, efficient drive and precise control.
The imported discharge arms not only cost more than 10 million RMB per set, but also have a delivery lead time of up to 18 months, and maintenance and after-sales service cannot ensure a timely response. The technological breakthrough of the domestic discharge arms can reduce the equipment procurement cost by 40% and shorten the delivery cycle by 8 months, which is of great significance to the development of China's LNG industry.
Yang Pei, Deputy General Manager of Jiangsu LNG, said that since the construction of Yancheng "Green Energy Port", CNOOC has undertaken more than 20 pilot projects and innovative projects to promote the integration of CNOOC, and has broken through a number of "neck" technologies such as the design of large-span domes and the seismic design of large volume structures. "It has also achieved the localization of key equipment such as discharge arms, high-pressure pumps and open-frame seawater gasifiers. CNOOC Yancheng "Green Energy Port" Phase II project also plans to allocate 8 to 10 sets of domestic unloading arms, and strive to ensure the safety and stability of the LNG industry chain with domestic equipment, and make greater contributions to accelerate the breakthrough of China's key core technology innovation in oil and gas equipment.
